Traffic Advisory
Street Repairs – Beginning tomorrow at 6am, September 26, 2017, Albany Street from South Main Street to the village line (Lighthouse Hill Road / Locust Avenue intersection) will be closed for repairs until Friday, September 29, 2017. Emergency Traffic only will be allowed through. Please plan ahead and use an alternate route.
Due to unforeseen circumstances, the Newton Water Works has postponed updating the Village of Homer with new water meters. All appointments that have already been made through Saks Metering have been cancelled. We apologize for any inconvenience that this might cause.

Background
The Village of Homer is located in the Town of Homer in Cortland County. The Village, which has a population of approximately 3,300, is governed by an elected five-member Board of Trustees. Budgeted appropriations for the 2017-18 fiscal year total approximately $3.9 million.

The Village of Homer is working with MEGA to explore a new program called Community Choice Aggregation (CCA). You and your neighbors increase your individual buying power through a group purchase of electricity.
As a participant in MEGA’s CCA you may:
-save money on your electric bill
-avoid sudden spikes in the price of your electricity
-stop energy telemarketers and door-to- door sales
-get access to renewable ‘green’ energy
Even after our community joins MEGA’s CCA you have the choice to opt-out and stay with the utility for electric supply. There are also opportunities for customers to opt-in to the CCA Program. While we do not know the exact price for electricity through the CCA, we will know the price before we must decide if we will continue our participation in the CCA Program.

NOTICE OF COLLECTION OF TAXES OF THE
VILLAGE OF HOMER, NY
PLEASE TAKE NOTICE, THAT I, the undersigned, Clerk-Treasurer of the Village of Homer, New York, have received the tax roll and warrant for the collection of taxes for the 2017-2018 fiscal year, and I will attend the Village Office, 53 South Main Street in said Village from March 1, 2017 to and including April 3, 2017, from the hours of 8:30 am to 4:00 pm, with the exception of Saturdays, Sundays and holidays, during which time taxes may be paid without additional charge.
TAKE FURTHER NOTICE, that pursuant to Real Property Tax Law § 1432, for all such taxes remaining unpaid after April 3, 2017, five percent interest (5%) will be added for the first month and an additional one percent (1%) for each month and fraction thereof, until paid. Any taxes remaining unpaid after October 31, 2017 will be returned to the Cortland County Treasurer for collection and enforcement at the applicable rates.

NOTICE IS HEREBY GIVEN that the fiscal affairs of the Village of Homer for the period beginning on March 1, 2015 and ending on February 29, 2016, have been examined by Insero & Co. CPAs, LLP, and that the management letter prepared in conjunction with the external audit by Insero & Co. has been filed in my office where it is available as a public record for inspection by all interested persons.
Pursuant to section thirty-five of the general municipal law, the Board of Trustees of the Village of Homer may, in its discretion, prepare a written response to the report of external audit or management letter by Insero & Co. and file any such response in my office as a public record for inspection by all interested persons not later than January 31, 2017.

TENTATIVE BUDGET
PLEASE TAKE NOTICE that pursuant to Village Law Section 5-508 (3), a Public Hearing will be held by the Village of Homer Board of Trustees on Tuesday, January 3, 2017 at 6:00 p.m. at the Village of Homer Community Building located at 45 South Main Street, Homer, New York, regarding the Tentative Budget for the Village of Homer for the year 2017/2018. Copies of the Tentative Budget are available for review at the office of the Village Clerk, 53 South Main Street, Homer, New York, and may be inspected during normal office hours.
The Tentative Budget provides for the compensation of $3,366.00 to be paid to each member of the Board of Trustees (4), and compensation of $11,832.00 to be paid to the Mayor.
