NOTICE OF PUBLIC HEARING
ZONING CHANGE AND SPECIAL RESERVE USAGE
PLEASE TAKE NOTICE a Public Hearing will be held by the Village of Homer Board of Trustees on Tuesday May 12th, 2020, at 6:00 pm, on a publicly accessible Zoom meeting. Sonbryne Sales Inc. has requested that the Zoning Ordinance and the Zoning Map of the Village of Homer be amended to reclassify and change the zone of subject properties; 66 S. West Street Tax Map # 76.24-01-02.11, 36 S. West Street Tax Map # 76.24-01-02.200 and 99 Cayuga Street Tax Map # 76.24-01-19.000, from Residential (R2) and Neighborhood Business (B1) to General Business (B2). Sonbryne Sales Inc. is the contract purchaser of the said properties and the subject area consists of 2.4 +/- acres.
Further, monies from Special Reserves will be used thusly:
Fire Department Reserve for the Plymovent Air Exhaust System at $16,220.00
Machinery Reserve for DPW IT Expenditures at $5,000.00

Village of Homer Local Waterfront Revitalization Program (LWRP)
- What is the LWRP?
- An LWRP is a comprehensive land and water use program that expresses a vision for the waterfront area and provides the means to achieve that vision. An LWRP is the only planning and regulatory tool that allows a local community to refine Statewide policies to apply to the local situation. LWRP’s may be prepared by municipalities in the State, which includes cities, towns and villages.
A new or amended LWRP is reviewed by local, state, and federal agencies and once approved, the LWRP becomes the basis for aligning local, state, and federal actions needed to achieve community goals for the waterfront. This is extraordinary authority available to a municipal government given the sovereignty of the state and federal governments. Once the LWRP is approved, both state and local agencies must align their proposed actions with the LWRP policies. Competitive funding through New York State’s Environmental Protection Fund (Title 11) is available to support the development of LWRPs.
By preparing an LWRP, community stakeholders take the opportunity to evaluate local waterfront resources, develop goals and a comprehensive strategy for the best use of those resources, identify ways in which the community can reduce risk to community assets and make them more resilient to future threats and natural disasters, propose future land and water uses, and put in place a local program that will guide the community in attracting appropriate development to the waterfront area while planning for sustainability. LWRPs also provide the organizational structure, local laws, and projects to achieve the plan.

SUSPENSION OF INTEREST AND PENALTIES ON PROPERTY TAXES
MARCH 24, 2020
Purpose: The Village of Homer levied taxes for the fiscal year March 1, 2020- February 28, 2021. Property
taxes are due by March 31, 2020. Interest at 5% is charged if payment is not made on the property taxes in
full by April 1, with an additional 1% in interest added each subsequent month through October 31, 2020.
WHEREAS, according to section 1182 of New York State/Consolidated Law/ Tax permits cancellation or reduction of payment of interest, penalties, or other charges, if the governing body of any tax district shall determine that it is for the best interest of its tax district.
WHEREAS, all of New York State’s employees in industries considered nonessential are told to shelter in place Governor Cuomo’s “New York State on Pause,” and therefore, many businesses are closed or employees are sheltering at home without a salary or income,
WHEREAS, the Village of Homer has decided for the best interest of its tax district, to waive penalties and interest on property taxes due to the effects of Governor Cuomo’s “New York State on Pause,” until June 30, 2020.
BE it effective from the period April 1, 2020 thru June 30, 2020, no interest or penalties will be charged on property tax payments received during this period. Interest and penalties on property taxes will begin on payments received July 1, 2020, as originally noted on the tax bills.

Purpose: The Village of Homer bills users for water and sewer usage. Payments are due within 30 days of billing.
Interest and penalties are charged if the bills are not paid within the 30 days.
WHEREAS, the Village of Homer Board of Trustees has the authority to bill for water and sewer usage, as well as waive interest and penalties.
WHEREAS, all of New York State’s employees in industries considered nonessential are told to shelter in place under Governor Cuomo’s “New York State on Pause,” and therefore, many businesses are closed and/or employees are sheltering at home without a salary or income,
BE it effective from the period April 1, 2020 thru June 30, 2020, no interest or penalties will be charged on water and sewer bills received during this period. Interest and penalties on water and sewer bills will begin on payments received July 1, 2020.
