  • Phillips Free Library is the only library in Cortland County with computerized circulation! We are online with six other libraries in the Finger Lakes Library System. We are an “association library” which means that we are not funded entirely with public money. Contributions are made by private groups and individuals, as well as the village of Homer, town of Homer, and Homer Central School District. The library is run by a 9-member Board of Directors, and is chartered by the State Education Department.

    The Fingerlakes Library System provides an Interlibrary Loan service to its members. Every month a new shipment arrives with 35 videos and 30 books on tape. In addition, any book can be ordered and is usually available within one to two weeks. Videos that are educational or suitable for pre-schoolers may also be ordered.
