Village of Homer Board of Trustees Meeting

March 2, 2010

The meeting was called to order by Mayor Mc Dermott at 5:33 PM. Present were Trustees Roy Crandall, Andy Brush, Mike Berry, Genevieve Suits and Clerk-Treasurer Lou Anne Randall. Don Ferris, John Ryan and Mahlon Irish Jr. were present.

Mayor McDermott led those present in the Pledge of Allegiance.

Mayor read a certificate to Roy Crandall for his 10 year service to the Village of Homer. Mahlon Irish Jr. thanked Roy Crandall from the Fire Department for all his cooperation and help over the last 10 years.

Phil Connery has a CDBG Loan with the Village and has not made a payment since 2007. The Mayor read a letter from Phil asking the Board to waive his payment until after his closing, then he himself will start making payments. The Village would have no recourse if it were to allow him to pay after he sells the building.

TREASURER’S Report indicating the Financial Status of Operating Funds was received as submitted, motion Trustee Berry – all aye.

Motion Trustee Suits, all aye to pay the following bills:

ACCEPTANCE FOR FILING OF WRITTEN REPORTS:

CEMETERY – The Village received the amount of $1,632.00 from the insurance company for the damage done to the fence from a motor vehicle hitting it.

CODES – report was received as submitted, motion to accept by Trustee Berry– all ayes.

Nicholas Giordano would like park 14 cars in front of his car dealership. Guardian Angel would like to add a drive thru window to their business.

DOGS – report was received as submitted, motion to accept by Trustee Crandall- all aye.

POLICE – report was received as submitted, motion Trustee Berry- all aye.

A Military Police Officer emailed the Mayor and asked how he could take the Civil Service test to become a Village Police Officer. His information was forwarded to the Civil Service Division in Cortland County.

RECREATION – report was received as submitted, motion Trustee Berry- all ayes.

Jeff Lewis went to pick up the Roto Hog Rototiller.  Lawrence Barber and Beverly Berry will be getting  candy for the Easter Egg Hunt on April 3, 2010. Tootsie McCall will be stuffing the eggs again this year.

WATER/SEWER/STREETS/PARKS & MEO –reports were received as submitted, motion Trustee Crandall– all aye.

The Mayor spoke with Dependable Garbage Company about they are handling recyclables, they are throwing all the recyclable into one compactor for now to see if this will be cheaper for the Village. The Village is still waiting for a contract to be done by the Attorneys.

FIRE DEPARTMENT PRESIDENT’S – report was received as submitted, motion Trustee Suits – all aye.

FIRE CHIEF’S report was received as submitted, motion Trustee Suits– all aye.

The staffing for the snow storm was 21 firefighters who put in 392 man-hours for the duration of the storm. They would like to thank the Village for the food. Cazenovia, DeRuyter, and Homer Fire Departments had water training together. The Fire Chief is still working on the bailout system with the other fire department.

Sunday February 28, 2010 Mike Harter, Ernie Newell and other department members shoveled out fire hydrants around the Village.

Community Garden meeting will be March 4, 2010 at 6:30 in the Senior Center.

The Mayor asked if everyone would think about giving a tax exemption for Cold War Veterans. We will discuss it further at our next meeting.

Ruby for Bikes, who recycles bicycles, wrote a letter to the Mayor asking if they could use our facility during the summer to hold a class on how to fix bikes.

The Town of Homer would like to review their consolidation with the Town of Scott with the Village Board which will be March 9, 2010 at 7:00 pm in the Senior Center.

They Mayor asked for anyone’s input on going to a four day work week to see if it would be feasible.

The Mayor wrote a letter on behalf of Chad Thornton regarding his brother Clair Thornton on denying him parole at this time.

John Ryan Jr. spoke on behalf of the Fire Department becoming a Fire District. John stated the Village share would be $92,904.00 and their total budget would be $412,701.00. The Clerk asked to see the budget and John Ryan stated he would have to get permission before he could show the Board their budget.

Chastity Mydlenski would like to open a health food store in the Village of Homer. She would like a $12,000 CDBG Business Loan. Chastity is looking to rent a space in the David Harrum store front. Her business plan is very thorough and she is putting some of her own money down. Contingent on securing at least $6,000 in collateral the board approved her loan. On motion by Trustee Suits the board approved her securing a CDBG Business Loan – all AYES.

Motion to go into Executive Session at 7:10 by Trustee Suits – all ayes

Motion to adjourn Executive Session at 7:28 Trustee Crandall – all ayes.

NEXT MEETING WILL BE THE ORGANIZATIONAL MEETING ON APRIL 5, 2010 (MONDAY) at 5:30 PM.

On motion by Trustee Crandall the meeting was adjourned at 7:31 PM – all aye.
